SAMREF:

Petromin-Mobil Yanbu Refinery Company Limited (PEMREF) was initially established as a joint venture between Petromin of Saudi Arabia and Mobil Oil Company of the USA.  On 11-1-1414 H, corresponding to 01 July 1993, the Government of Saudi Arabia issued a Royal Decree whereby all oil refineries, petroleum products distribution facilities and Petromin shares in joint venture refineries shall be merged in the Saudi Arabia Oil Company (SAUDI ARAMCO) and, as such, SAUDI ARAMCO shall take over all Petromin rights and obligation in these refineries and facilities.  Therefore, the company’s name has been changed to SAUDI ARAMCO MOBIL REFINERY COMPANY LIMITED (SAMREF) to reflect the change.

SAMREF commenced operations in 1984 as the Kingdom’s major oil export refinery on the West Coast.  SAMREF currently employs around 830 people, both Saudi and non-Saudi nationals.  A state of the art facility, processing more than 360,000 barrels per day of Arabian Light Crude.  Its principal process facilities include performing for gasoline octane improvement, fluid catalytic cracking for gas oil conversion and vis breaking for improving fluidity of heavy fuel oil.

By February 13, 1999 the Refinery completed 30 million man-hours with no lost-time accident.  On this occasion SAMREF was awarded a Golden Safety Helmet by the Minister of Petroleum and Mineral Resources, Government of Saudi Arabia.  SAMREF was also presented with the ‘Award of Honor’ by the American National Safety Council in recognition of achieving 10 million man-hours with no lost time accident.  SAMREF is justifiably proud of its excellent safety record.  The Company acknowledges the employees  efforts and encourages them  by announcing safety awards from time to time, after attaining certain man-hour Milestones with no lost time accident.

In July 1995, SAMREF was awarded the ISO 9002 quality management certification on its First pass, a tribute to its rigid quality control systems and established work practices.




SAMREF’S ORGANIZATION :

The Company is consist of Two major divisions :

Manufacturing Division



It consists of four departments as follows:

  • WORKING HOURS:        
    SAMREF working hours are 8 hours per day, 6 days per week.  Certain departments within the Refinery operate a shift system.

    BENEFITS:
    SAMREF Management is well aware that any Refinery operation is only as good as its staff and is continually working to recruit and keep the best staff available.  The benefits program described in this booklet is intended as a general guide to all employees.  To determine the applicability of such provisions, employees are advised to refer to their individual Employment Agreements.

    ACCOMMODATION:     
    SAMREF provides furnished air-conditioned accommodation to all its employees.  All accommodation is leased from the Royal Commission - there is no specific SAMREF compound.  The type of accommodation provided depends on the employee’s position, number of dependents, and type of contract.  General guidelines are as follows:

    SINGLE STATUS :
    Professional Single Status employees are normally accommodated in fully furnished one-bedroom apartments.   Accommodation for non-professional employees varies depending on the accommodation available, but all have their own single bedroom.



    MARRIED STATUS:
    Married status employees are accommodated in fully furnished two or three bedroom apartments or houses, depending on the number of accompanying children.    New hires that sign a married status contract will, on arrival, be housed in single status accommodation, normally one-bedroom apartment.  Prior to the arrival of their family, they will be transferred into appropriate married accommodation.  New hires will not move into their married accommodation immediately on arrival.

    All accommodation is furnished and includes a range of softkit items such as bathroom and bedroom linen.  Hardware includes (depending on status): TV and video, washing machine and tumble dryer (shared if you are in single apartment), plus a range of coffee machines, mixers, bashers, mashers etc..etc.. in kitchen.

    Free maintenance is a phone call away and the occupant is only asked to take care of the Company property.  Also, Company will pay the employee a monthly allowance to assist in covering the utility cost. It is the employee responsibility to settle the utility invoices directly with Royal Commission to avoid the service disconnection.



    Once a Resident Permit is obtained, an International telephone can be installed in employees’ accommodation at the Company’s expense.  All calls, however, will be to the employee’s account.

    EDUCATION ASSISTANCE:

    SAMREF will cover the education fees with the international school of the expatriate children which includes the authorized dependents of SAMREF married status employees.  The school roll is around 250 and provides education from First Grade (age 6) to Ninth Grade (age 15). The education system is based on the US school system.

    Those employees on married status who elect to have their authorized dependents (Grade 1 to 12) educated outside the Kingdom will be entitled to claim school fees (supported by receipts) up to the cost of the International School on site.
